  1. STRATEGIC PLANNING

Marketing and Export Strategy Development

BASE Atlantic has been actively involved in economic development in indigenous communities in central Labrador since 2006. Early work began with the Labrador Inuit Development Corporation with the preparation of the marketing and export strategy for the Torngait Ujaganniavingit Corporation (TUC), the most northerly active sub-arctic dimension stone quarry in Canada. They produced a rare, semi-precious, anorthocite stone called “Blue Eyes” that we marketed for high end architectural projects throughout the USA and Canada.

Strategic Planning

As part of the Strategic Planning process,each member of the management team is engaged in the process.  One model is preparation of a four-year plan for each department that lays out a wish list of sorts. Templates can be individualized for each department.

Annual General Meeting Planning and Preparation.

Management plans are converted into reports and synthesized into one unified presentation for the Annual General Meeting. Members are appreciative of a clear understanding of the workings within management and leadership.

Communications Strategy

A successful communications strategy is built on the premise that community engagement is vital for successful leadership and is built around branding, media interface, social media, roles and responsibilities and event planning.

Housing Strategy

A Housing Strategy is a often a pre-cursor to the preparation of a Housing Policy. It sets the stage by identifying the challenges and opportunities for community housing and offers recommendations along with long term planning and procedures.

2. HUMAN RESOURCES/PEOPLE AND CULTURE

Cultural Skills Apprenticeship Program

In an effort to engage the youth in economic development, the Cultural Skills Apprenticeship Program matches youth who are unemployed or underemployed with experienced elders who become their mentors in the making of traditional crafts and canoes. Business skills training is delivered to all participants. An active fundraising campaign with government and industry is an essential means of supporting the program.

Management Development Plan

A Management Development Plan constitutes the preparation of new and updated policies. BASE Atlantic will prepare proposals to secure project funding. Such work can result in an elevated assessment by funding partners thereby opening up more program funding opportunities for the community.

Personnel Policy and Procedures                                                                                                    

The Personnel Policy and Procedures Manual is a comprehensive document that addresses all aspects relating to HR management and is built on existing policies and practices. Policy development is achieved through a collaborative process with the Chief and Council and senior directors of the organization.

3. GOVERNANCE

Governance Policy

This policy lays out the governance structure of the organization and creates a clear road map for Chief and Council. It includes roles and responsibilities, code of conduct, conflict of interest guidelines and annual general meeting procedures.

Custom Election Code

A Custom Election Code must be specifically tailored to each community and presents a thorough policy and procedures manual that serves as the foundation document for fair and democratic elections. It’s completion is accompanied by a Community Ratification Process.

Information Governance Policy

The purpose of this policy is to help leadership take full advantage of its information assets in order to realize opportunities, practice the highest levels of integrity, protect the community and support organizational needs. Information governance manages the activities and technologies employed by the organization and maximizes the value of this information while minimizing associated risks and costs.
